its apparently something used by anime fansubbers and is basicly a form of H.264 that uses 10 bits for colour and somehow leads to smaller file sizes but I cannot find anything that gives a detailed explanation as to what it is and how it works
can anyone direct me to/give me such an explanation?

I am thinking the source the anime site used is raw blue ray file. Blue ray is also 8-bit encoded but since it is the original, it has no banding. But if you compress it with 8-bit encoding method, then some color is gone and there is a banding problem. But if you encode using the hi10p method, then banding is less likely to show.
