Solved! What is wrong with my acer laptop whenI am using my web cam or when I am on Sype

I have an Acer Laptop and when I am using my Web cam I here a noise like someone or something is raking against the ground

that's electric noise from the laptop probably from interference on the microphone wires.

I'd suggest you lower your mic sensitivity
