Solved! What settings in Chrome (on Winows 7) does Incognito stop using

I have an app that runs fine in Incognito but not in regular Chrome. Something blocks it. So I'm trying to find out what Incognito stops using or disables.

Incognito disable all extension by default. unless you enable them
