Where can i download the official microsoft bluetooth stack?

It's already built in to Windows versions newer than 2000. There's nothing to download.

Ok thanks. I'm getting a New Bluetooth dongle (asus usb bt400). When i plug it in for the first time, will it just work, and use the Microsoft stack?

You should just have to install any drivers that come with it. It may even be that Windows already contains a driver for it, in which case it will be recognized automatically.
