A factory reset typically requires dedicated recovery discs (or USB sticks) that either come with the laptop or can be purchased from the laptop manufacturer. In rare cases, like Lenovo, there's a built-in button that opens a very basic menu with 3 or 4 recovery options, including factory reset.
In Windows you can only Reset the OS, create Restore points or use a System Image. Individually or combined, these options will solve a host of problems, but they will not return your laptop to the state when it left the factory.
