Why does my cell phone battery say 0 percent when it's not

Even when I charge it it's still staying at 0% it is not going off phone still works it just won't move off 0%

All battery questions, you must provide Battery CYCLE COUNT, or HEALTH LEVEL.

A worn battery, all bets are off, all readings are not to be trusted.
