Solved! Why does my laptop's performace decrease after a shutdown or restart?

Each time a reboot or shutdown my laptop I notice a dramatic decrease in performance when I start using it again. The performance then gradually increases until it performs optimal again, why is this happening?
(Decrease in performance is mostly noticeable in games, with a dramatic decrease in FPS from 75 to 40)

Details:
Laptop: Dell G3 3590
CPU: i7-9750h
GPU: GTX 1660Ti Max-Q 6GB
RAM: 20GB
I also have a Samsung Evo 970 M.2 NVME installed.
 
Solution
Windows defers some housekeeping activities when starting up to give you faster startup. There will be various tasks running for the first 15-60 seconds or so. Nothing simple you can do about this. If the delay is longer than this, there is something else going on. You may be able to figure it out by using task manager.
