Question Why does my TV look like this when I turn it on?

When I turn on my new , reboxed TV in the morning, it looks like the attached photos. When I turn it off and turn it back on again, it works perfectly for the rest of the day, even when it is turned off and then back on. This only happens when I first turn it on in the morning. Is this something I should be worried about or is it just a minor inconvenience? Here is a link to see the pics:
