Why Does the Privacy Report Icon Appear

Privacy Report - why does it appear on my computer. Does this mean my system is not secure?

When does it appear and what does it say? What's the title name in the window that comes up? If this is in I.E., that just means that it found some issued with the web site you are visiting such as out of date certificates.
