Why HP Pavillions i7-6700HQ being sold with slower speeds than shown in Benchmark tests?

Why people are selling HP Pavillions with i7-6700HQ processors Skylark Architecture advertise 2.7 or 3.2 Ghz when Benchmark tests list the Skylark and this processor as 4Ghz 11,020 CPU mark?

I think you mistaken, the 4Ghz one probably the desktop i7 6700K. and this is mobile i7 6700HQ.
Or post the link that said it said running at 4 Ghz
