Question Will jailbreaking or rooting unlock the ability to be used with other carriers?

So I have a galaxy s8 from at&t that was attached to a business account but the business tanked and the phone ended up getting locked for not paying the bill. So will jailbreaking or rooting it make it possible to have service with a different carrier or is it forever destined for wifi only???

Only At&t can legally unlock the phone.
