I set up a website on my Windows 10 laptop I need to be able to launch that website from my Android using Wi-Fi over my home network! Help

OK I am thoroughly confused here.

You created a site on your computer and now you want to be able to access it from your phone? Or are you saying you need to upload it to where ever you are hosting it, via your phones internet? Or is it something else. Please clarify.

On my Windows 10 laptop within IRS I created a website call Navy eLearning. I have to be able launch the website from my Android tablet so I can test if the content will work on a mobile device.

When I had windows 7 loaded I was able to Launch the site using the IP address but now I can't do that with Windows 10 I have something set up wrong I want to be able to use the URL not the IP

I am curious as to why you are trying to get to a site via an IP address rather than a URL. Access to any site, to test it for public access, would need to be done via URL as 99.9% of the population would be accessing the site via the URL address. To test it through any other means would now be really helpful in making sure it can work via another device.
