Windows 8.1 Autorepair loop

I have a Lenovo Yoga 2 11, which is still only wlWinsows 8.1, as it stopped working around 8 months ago, and I have neglected fixing it. Recently, I bought a new charger in hopes of getting it working.
Problem: it is somewhat stuck in the autorepair loop. I attempted to make a recovery USB drive, but the only other computer I have access to is in windows 10, and I think that's the reason the reset process didn't go through (it cancels just before starting.) Is there a better fix for my laptop? A way to get a windows 8.1 recovery drive? I need to reset my computer!
