wipe hard disk

can I wipe out my hard disk completely and install new windows? would this be possible

Ofc you can 😀
If you already have your Windows installation CD just put it inside and restart computer
You should get a message saying "press any key to boot from CD..." do as it says and the rest is pretty much logical choises
In case it boots up to your OS directly you have to restart PC and enter BIOS boot order and put optical drive to be 1st booting device
