Question Wireless issues Android J7

My Toshiba satellite L655 can't connect to wireless and my Android J737a. The J7 isn't showing on network connections. I
don't know how to find the information needed. By chance does the carrier AT&T lock this feature? I can't find the ssid or
password.

With AT&T wireless hotspot is a feature you have to pay extra for if it is not included in your plan.
