It's amazing how low intelligence level of some comments here. There is nothing wrong for exporting 44 iPhones our of UK. You are eligible for full VAT cash back if you flying to Israel. Security will scan them and let you go - it's not their problem.
Upon entering Israel good have to be declared and appropriate tax paid on them. Avoiding import tax would be nothing less than smuggling and it is illegal in every country.

You are right about security at Ben-Gurion Airport, but customs checks are separate from security checks, and customs checks at Ben-Gurion Airport are very relaxed. They rarely check anyone at all, this particular women had trouble walking with all the iPhones under the dress, that must have been the reason why they stopped her.
