Won't read OS

HELP!!!
Trying to install new OS but my Laptop won't load OS, won't enter BIOS or Boot-Menu.

Its a Toshiba Satellite C-850 it had windows 7 an I tried to upgrade it to windows-8 but I keep getting errors saying theres no storage on it or it sits an says attempting repairs an sits there doing nothing. I let it run for 30 mins an still nothing.
