youtube vidoes are playing at 720 but dip in quality randomly without changing from 720 and no buffering I have a intel i5 6500 and a gtx 960 and a sumsung s22c300 monitoir

The data rate varies with fluctuations in the speed of your internet connection. Perfectly normal

Might be the vid if they didn't do a good job. If there's lots of movement or other situations that need a higher bitrate and they limited it, then it'll block.

Quality of the video depends upon the phone you also and also the internet connection you have. Have a good internet connection and high quality mobile phone to have a good and best video quality.
