Solved! Zebra TC51 Wifi Issue

Please excuse me if this is the wrong place to ask but I am in need of some answers.

Received 2 TC51's. One of them works just fine as it should, the other one refuses to find any wifi network. In setup, no wifi network shows up and in the settings screen, it is listed as 'Disabled'. When I try and turn the wifi on, the settings app crashes. I've hard reset the device, upgraded and downgraded it, factory reset multiple times and it still doesn't work. They both run the latest version of Android Oreo.

Any ideas? It's pretty peculiar.

Seems like the hardware is bad if a new OS load did not fix this.
