1050 ti "is" able to do VR skyrim, but its far from ideal. likely have to lower some settings. youtueb has many vids i think

it should. 1060 is a VR ready card and your system is modern standards.

idk if it is a thing in WIN10 but could you of tried install a 32 or 64 bit version on the other one? also worst case is you can do a clean install as stated above. could try to boot linux to possibly recover files (but thats iffy if it'll work)
