With the vive Pro your system will run well. I’d suggest using something like this: https://www.techadvisor.co.uk/how-to/game/use-playstation-vr-on-pc-3682369/
So you don’t have to buy a headset.
I don’t know for sure, but it’s very unlikely. I had the same problem as you, my laptop couldn’t handle everything I wanted to do. I built a cheaper PC for $600 USD. If you want help getting into researching building your own pc, I can help.
1060 is completely fine for now. If it makes it more affordable, I’d suggest getting 16 instead of 32 GB of ram, but unless you multitask with high end programs, then 32 will be better.
Then there’s no problem.
It’s like oxygen, if there’s too little- you’ll notice it. If there’s too much, you maybe won’t. Ozone is the other way around. If there’s too much you’ll notice it, if there’s too little you won’t.

Here’s a good tutorial. It’s in system preferences, and you basically make a keystroke and it types the text for you.
Yes, is system preferences - keyboard - keyboard layout you can change it, however it might not work as well as you think. You can just copy/paste the <> or use a program to set up custom keystrokes to use it.
It’s your ram. The 8 GB is a bit too low for the 1070, and it’s single channel, AND it’s 2400 MHz (pretty darn slow). I suggest getting a 16GB kit of DDR4 3000 MHz or higher.
