I have a laptop that only has 360p but I have another laptop that has 720p. Can I record a video on the laptop that has 360p, put it on a flash drive and put it on the laptop with 720p, and make it 720p on it? If I can, what program do I use to convert the 360p to 720p? If this is confusing...

I didn't want to buy any PC storage because they were too expensive. I recently bough a flash drive though. Am I allowed to download things and put it on the flash drive? E.G: Open WinRar files in my flashdrive. Is it possible?

I was making a video and then I realized it was in 480p. I went to Sony Vegas to render it in 1080p quality so I could upload it. Does it make the video in 1080p quality? I didn't render yet because I wasn't sure.
