Can I record a video on a laptop in low quality then go on a laptop in high quality and convert the quality?

I have a laptop that only has 360p but I have another laptop that has 720p. Can I record a video on the laptop that has 360p, put it on a flash drive and put it on the laptop with 720p, and make it 720p on it? If I can, what program do I use to convert the 360p to 720p? If this is confusing, sorry. I'm not good at explaining things.

You will need some video resolution enhancer app.
