Question 144hz through usb 3.0?

Hi, i found an adapter on the internet from hdmi female to usb 3.0 male which says that you can display at 4k 60hz, i want to buy it and i want to buy a monitor 1080p 144hz, will the adapter work to display at that resolution and that frame rate? I have a laptop asus tuf (ryzen 7 3750H, 16gb, rtx 2060)

But in this image from that site it says it can go up to QHD / 144hz, what does that mean?
