400 dollar Budget DSLR Camera

I need a cheap DSLR camera for filming that can shoot at 1080/60p with a budget of around 400 dollars. Any suggestions? I'd like it to be good for filming in the dark.

I think you need to learn more about valid budgets. You will NOT find a camera for what you want in that range, and in fact a DSLR for night time video will quickly go over $2K.

The first has down to 0.1 lux which is enough to capture people in a candle lit room (small room, everyone close to the candles)
