A question about Bitorrent

Hi.
so whenever i download something via bittorrent the speed is always not my maximum l,but if i launch another application which uses internet my torrent speed suddenly goes max.Why is this happening?

Because torrents are upload from someone else, and some ISPs "shape" BitTorrent traffic.
