AC/DC adapter powered fan

will i be able to reach my Fan's maximum RPM when its rated voltage is 12 and operating volt is 10-13 while the adapter is only 5.9v but gives out max 0.35amps when my fans max amp is 0.28amp

No, you won't. Though, you can certainly try it. Make sure the motor wiring can handle the current, else you'll get a smoking fan.
 
any tips on how to splice and wire
to splice a fan into usb powered needs red and black wire to red and black on fan and a Usb cable so would it work the same way with adapters
 
i'd like to know the colour codings [+v, Ground, etc.]
on both the USB [ Yellow, Blue, Red, Brown] and my fan that has 3pin [Black, Red, White]
 
Colors are irrelevant. Manufacturers can choose whatever colors they want to coat their wires. If you want to establish what a wire does, stick a multimeter on it.
