acer aspire has no power

measured voltage directly from the motherboard across the pins connected directly to the dc jack, since this one still has a four wire cable connecting the dc jack to the mobo -- lower voltage output
AC Adapter to DC Jack measured 19volts - ok
DC Jack to Mobo power pin connector - 4 volts or lower voltage

what is the problem?pls help me
