Acer aspire not shutting down

my acer 5735 is not shutting down after trying empowering thecnology
to do a full back up but not progressing further than 21%COMPLETED
then tryed to close the back up but refuse to close the back up
Then use shut down and is looping on shut down

Try doing a system restore and bringing it back to an earlier date to see if that fixes the issue.
