Android 4.04 Tablet missing Text to Speech

I have downloaded and installed Google's text to speech engine and downloaded the text to speech data. When i go into Settings, Language and Input, i do not have an option for Text to Speech. Even the manual for my Cinepad says i should have that option here. Is there any way to get this option? Thanks so much for your time.
