How can I get a video off my Android phone and onto my HD TV without wifi and without using a computer?

Not sure what you mean "off the Android and onto TV", you can't MOVE the video to the TV, but you can play the video on the TV using a video cable if your phone supports video out (called MHL cable). Outside of that, you need some other devices or use WiFi to stream to the TV.
