Are the signals from the Dish or Directtv scrambled, or can they be
picked up by a OTA reciever ?

Whatever you have, the signal is digital, not regular old fashioned
analog type. Your equipment must be able to interpret digital
signals, which I guess you could say is a kind of scrambling. But
then even if your system could do digital, I think they've got it so
you need a key to get it to work. I have DirecTV and 3 digital tuners
- each tuner has a key card.

DishNetwork is scrambled with a system called NagaraVision. I suppose
DirecTV probably uses the same. Dish sends the key through the satellite to
your receiver which is the purpose of that little card. Don't think that
you can borrow a friends card to put into yours because the cards are
"married" to the receiver they come with.
