Asus laptop won't charge, power on

My sister gave me her Asus K40IJ laptop a couple of years ago because it stopped working. It has repair stickers all over it, so I know that she tried to have it repaired. It simply won't charge or power on. Like "dead as a door nail." No lights, no noise, no nothing. I just ordered a new adapter (exact specs of the original, but not OEM). Tried charging...nothing. Tried removing the battery, holding down the power button for 30 secs and then plugging the charger back in...nothing. If it doesn't charge without the battery installed then I would think it's logical to assume it's not a battery issue. What else could it be???
 

Is that something I could figure out by just LOOKING at the mobo? And if not, is there a way to test whether that is in fact the problem?
 
No, you need a multimeter to measure the voltages, and you need a soldering iron to replace the defective part. So if you can't measure and solder, you will need someone who can do it or give the laptop to a repair shop.
