Is first one better if I add 4Gb of RAM?

Generally speaking the 7th gen i3-7100u is more powerful than the M-5Y71 which is about equivalent to a 4th gen Core i3 CPU which means it should last longer before you feel the need to upgrade. However, for your need it seems either will do.

Don't know how effective the passive cooling is, but the M-5Y71 is rated at 4.5w compared to 15w for the i3-7100u. You would need to google for reviews of the laptop with the M-5Y71 to find out if there are any heat issues with it.

Increasing the RAM from 4GB to 8GB is generally a good and inexpensive way to improve performance a bit especially if you have a lot of programs open or work with relatively large files.
