Low churn is due to the iPhone. Everyone else who isn't an iPhone user, isn't old, or knows to switch already has. I know that some people rarely go outside certain places, my brother for instance, and in his case AT&T's old 2G network works fine for him (he is a bit, shall we say, redneckish and doesn't have use for "fancy phones" with Internet capabilities, e-mail, or text).

If AT&T lost the iPhone to a more competent network provider, say, Verizon, that churn number would shoot up like a rocket.
