Audacity questions for ACX

Hello. I'm doing recording for ACX. using Audacity to edit my files. the requirments state that the audio must "measure between -23dB and -18dB RMS and have -3dB peak values and a maximum -60dB noise floor" I seriously have little idea what any of this means or what I can do on audacity to fix it. Could anyone point me in the right direction. I look on youtube but it's hard to get in detail info. I assume it has something to do with the compressor , leveler and equalizer but I'm not 100% on what does what

It sound like the leveler is what you need. That would set the audio range for you. The default is -20db which is in the right range. The compressor would limit any peaks to -3db. I don't think the eq would be needed for those requirements but might remove some sibilants or extraneous low frequencies.
