Audio skyrocketed after Skype call even though levels are on low?

I was recently in a Skype call with a friend and for some reason after he did something not only my audio levels raised but his did too. We have no clue what happened, no settings were changed, nothing. My system sounds have gone up drastically even though the master volume for my computer is set to 15. Could someone tell me what happened and/or how to fix it? I can't watch any videos or anything because of this and it really is annoying.

Windows normally lowers the volume of any other program(s) apart from Skype when you are in a call. This is probably the problem.

No it is the exact opposite of what happened.
