Well anyone can set up a publishing business, and publish songs for any
songwriter wishing to do so.
It's hardly the same as requiring your name to be put on a songwriting
credit when you have added nothing.

Of course some artists can really clean up by demanding both a co-writer
credit (and thus residuals) as well as publishing royalties.
Ultimately the writer must decide exactly what's in it for them, and stop
whinging if the record company, publishing company, management company, or
anybody else ends up with far more money from the deal.

Fortunately the tricks of the trade are much more widely known these days
than they were decades ago.
