Banner Application

Hi guys. I'm looking to an application launched puts up a banner on top of anything that is already running. I would like it to be similar to a toolbar, but on all the time and with a logo I can add. How difficult do you guys think it is to make an app. like this?

This seems really tricky to do. The banner needs to appear in every window of all applications? You're really talking about modifying the OS' window renderer which may be possible under *nix derivatives but improbable on Windows.

You'd almost be better printing off your banner and attaching it to the user's monitor bezel.
