Even Nexus 5 goes blow 30 FPS and sometimes less than 20 FPS while playing GTA SA at maximum graphics.
I think phones with Tegra 4 or Tegra k1 should run it smooth at Max.
You can get Galaxy S5 for good game play. Its Processor and Graphics are good and because of its Good resolution display and AMOLED technology colors are brighter that feels better than other phones.
Yeah, but Android apps need to optimize all the hundreds of Android phone models, where iOS has a max of 9 devices, meaning less optimization.
Less Optimization = Better Performance.
GTA SA IOS > Android
Don't get me wrong, most Android phones are more powerful and customizable, but I'll be mainly playing GTA SA. If you look up any videos, you'll see no Android phone has beat iOS in GTA SA performance. Yet.

Your own link says 4.2.. Mediatek devices MOSTLY are stuck at 4.2.2.. Only few devices have got 4.4 kitkat. Many devs tried to develop 4.4 Cyanogenmod for MTK but it had many bugs, unstable. But very few have kitkat update.
Also 1.3Ghz wouldn't be enough because I cant run it fluid with 1.4 Ghz (S3) at maximum settings

The K1 has either 32-bit Cortex A15 quad core, or 64-bit Denver. Both has actual Kepler GPUs clocked at 950 Mhz instead of some Mali-400 MP2 stunt. And also, instead of Cortex A7.

And yeah, Shield is good. Upcomming nexus 9 is also awesome, uses Tegra K1 chipset but the problem is OP wants a phone that send messages and calls.
