You do not need a better compressor; you need software that can resize the images. GIMP works well for free software, or of course there is the old reliable Photoshop.
You must first describe what 'best' means to you, where the photos came from, what format they are in, and how you are going to use them.
They are in JPEG Format. Captured from a digital camera. with 2048*something resolution. i want to upload it to a forum. which allows only 15kb size and 150*150 resolution.

you could also try http://imageshack.us/
they give you an option resize before you upload, AND the images you upload can in fact be hotlinked directly from forums and stuff.
