Looking for a quick performing and easy non complicated camera to get the once in a lifetime shot under $400.00. I am not a camera buff. Needs to be simple to use, fast response.

You're probably better off getting a camcorder then! Cameras are all about how well you know how to use them, practically every camera out there has a shutter actuation to capture time under 150ms, but if you don't pre-focus most will spend 1-2 seconds searching for focus before firing. If it's something fast, you should just record video and take yourself out of the equation.

The Panasonic ZS50 (TZ70) or the Sony HX90V are easy to use travel zooms wich can make good pics and are fast for this type of camera's.
