BIOS does not allow to change boot device

I have dual-boot DX4860 desktop with Win 7 64-b being one OS. The BIOS does not allow to change boot order to make CD the first to boot from. I suspect this is because of dual boot nature.

dual boot has nothing to do with the bios as the bios tells the cpu what to do til the os kicks in.
