I am new to laptops, but I wanted to know if all bios' are locked? Is there anyway to unlock them?

Laptops have very limited flexibility in their bios. Sorry but yes it appears they are locked.

Correct... All OEM type laptops have their BIOS locked. Your best bet for an unlocked BIOS is probably buying one from places like CyberPowerPC. This are more enthusiast driven laptops for gamers, so it is likely they will be unlocked.
