Im not using my phone cause of harassment issues from my friends phone how do I block someone from my friends phone

Can't be done. Turn on your phone and find the number you want to block in the Calls Log. Make sure it was an incoming call then right click it and select Reject.

You can set your own phone to reject calls if you tap the Apps square and go to Settings then Device. In Call settings then Call rejection you can enter the number you don't wish to answer.
