Can I block private numbers on my Motorola e4

You should be able to block either Unknown and private or just unknown numbers. It would be done in the phone app's settings.

Now you may want to think over turning on the block Unknown option, even if it is the only option, because that will block any number not in your contacts. Also, while the calls won't come through to you, they will still get your voice mail.
