I fired up my old Toshiba Satellite T2115CS notebook for the first time
in two years or more and found that the LCD screen is blotchy: a much
darker patch in the upper center than elsewhere.

Do LCD screens deteriorate even when not in use? Any other possible cause?

No, not normally, unless exposed to temperature extremes or physical
pressure. That is a very old dual-scan display (on a 486 notebook), and
some blotchyness is normal. Now that everything is active matrix, some
of us don't remember just how bad some dual-scan displays were.
