You'll have to move it onto bootable media, such as a flash drive or a DVD. Windows 10 can make it bootable for you. Windows 7 will require a separate tool for that.
Sounds like your Windows installation is unable to boot to your desktop. Try running repair options on it, or the manufacturer recovery. You may need to download Win 10 from Microsoft and run repair tools from a USB drive with that - or, worst case would be to reinstall Windows from scratch.
