Bluestacks, emulators, photoshop, chrome, etc. what do they use? How to make them run better?

I am currently using a laptop, the hp f024wm. When I open multiple tabs in google chrome, it uses a ton of ram, but usually hardly any cpu. The cpu does get taken up by just most things collectively, on windows 10 it was taken up by the system and cortuna search i believe. The cpu in this is an intel pentium n3540 2.16GHz, the harddrive is a 500gb with a 5400rpm, 4gb of ram (was going to replace the 4gb ram with a 8gb stick, but idk if it's worth it...)

Emulators like pscx2, dolphin, etc. and software programs maybe like photoshop or video editing software use cpu. How do you know before using a program what the program needs?

Bluestacks, I read that it could never run apps as well as an actual phone... how true is this? Is it the same with emulators, can they run just as well as the actual system with the right specs and configurations?

Any other advice and help will be greatly appreciated, thanks.

Bluestacks i believe is an android emulator also available for windows platform which is "free" with in-app purchases that will forced upon if you want to continue using the app after an initial trial period. In other words you dont pay for bluestacks but some other app(s) that you will be given the choice of purchasing.

Photoshop?...........why is this software thrown in with bluestacks emulator since photoshop is directly available for windows and chrome etc.
