bottleneck , GPU ir CPU

hey guys
i'm having fps problem. i was checking my GPU , its 45% and same goes for CPU
so why do i get 30 fps in CS go?
this system is a PC and power save setting is OFF
nvidia 1030+Q 8300

if i chose everything
low: 35 fps while gpu is 15% and cpu is 35-40
high:CPU is 45 and GPU is 45 and fps varry from 25-40!
how can it be like this?
i have same problem is world of warcraft
i get 20-50 fps depend on location!
I.e raids, i get 20 fps, and diffrence btw low and high is not that much! maby 5-10

on battery or plugin? what the temp on the cpu/gpu during the game?

its a PC with 450W psu (PSU is Ok)
GPU around 60, under stress 100% it will be 75
CPU around 60, again stress 78
both in °C

78 is too high shouldn't be higher then 71

run any malware scan?

have kaspersky 19,
hdd is fine aswell did replace that 3 month ago and its error free
6GB ram, for Cs and Wow , its 3.5/6

i did a benchmark run with furMark for video card, score is the same as what i saw on youtube
